Dr Philip Rycroft, director general in the Deputy Prime Minister’s office, became a Companion of the Order of the Bath, CB.
He said he was “surprised and delighted” at receiving the New Year Honour for services to the UK’s devolved and coalition governments.
“You work very hard over the years and it’s wonderful to be recognised in this way,” he told the News.
Dr Rycroft (52) from Whitekirk joined the Scottish Office as a civil servant in 1989, working in Scotland until 2009.
