The Elphinstone Arms remains closed after East Lothian Licensing Board threw out a request for a licence at a recent meeting.
A bid by Margaret Dodds to reopen the pub in Elphinstone failed amidst police concerns about “drug misuse” associated with the premises and an incident involving between 15 and 20 masked men demanding to get in.
Inspector Andrew Harborow said police opposed the occasional licences on the grounds of preventing crime and disorder, and securing public safety: “There is concern relating to the character of the persons who are likely to frequent the premises.
“The licence holder and management are failing to ensure the premises are operating to the expected standards.”
