Schools' shake-up gathers pace
With an implementation strategy due to be unveiled by council education bosses in December, radical plans to transfer county schools into 'educational trusts' are gathering steam.
If shown the green light, the controversial proposals — the first of their kind in Scotland — will see clusters centred on East Lothian's six secondary schools and their associated primaries handed over to Community Learning Trusts.
A submitted report to the council will outline the scheme, as well as appropriate financial, capital and human resource models in December. If the proposal is agreed, the first communities could apply for trust status in 2011 and be up and running by the following year.
Learning
Management Boards would govern the trusts and these would include parent representatives, local councillors and community representatives.
There would also be a range of representatives from health, community learning and development, social work and local businesses.
The local authority is now engaged in research and consultation, with a conference on community-based management due to be held in April.
Achieve
Education and Children's Services Convener Peter MacKenzie said: "We strongly believe in getting communities more involved in education and in increasing efficiency in education.
"We think that community-based trusts might achieve both of these."
