£1m prefab contract for school work goes south

Extensions are to be added to Windygoul Primary School in Tranent at a cost of more than £1 million.

East Lothian Council's cabinet noted a decision to award the contract to Britspace Modular Buildings Ltd, East Yorkshire.

Four extra classrooms, cloak and toilet facilities, together with additional nursery accommodation for 20 children will be provided.

The extensions, needed because of the rising pupil roll and housing development in the area, have to be complete by August this year.

Accommodation

Alan Forsyth, head of community housing and property management, explained that because of the short timescale, it was decided to opt for off-site prefabrication construction.

A council spokeswoman said the accommodation would be built in a factory before being brought to the site.

Councillor Donald Grant questioned the short timescale, saying it was always known the school would have to be extended.

Mr Forsyth said the original design changed and they ended up with an additional classroom and nursery accommodation.

Checks

He added that in order to have it completed by August, they had to go down this particular route.

Councillor Grant questioned if the council was getting "best value."

Mr Forsyth said price comparison checks had been carried out and Britspace had reduced its offer from 1,040,621.22 to 1,031,737.

He added that the company was recognised by the Office of Government Commerce and that should be a model for best value.
